In the 1880 census William gives his father's birthplace as
Tennessee.  This means William must be a son of Tobias or
Ephraim.  It turns out to be Ephraim. He married Jane Mingle's 
mother Mary in 1835, so Jane would have been a stepchild in 
Ephraim's household.  Christopher Kesner, who married Tobias's 
daughter Barbara, was William's uncle and he certified William's 
age for his marriage license.
